(1) The Chief Justice may form a study and research and expert group on issues related to constitutional law, federalism, distribution of natural resources, jurisdiction and delimitation of provinces, taxes and revenue and other matters as needed.
(2) The research group or expert formed according to sub-rule (1) shall conduct a comparative study and research on the matters as directed by the Chief Justice and submit a report or suggest an opinion.
